Bilgiyi ellerinde, eyleminde biriktiren, onu kullanan ve yeniden \u00fcreten toplumlar di\u011fer topluluklar kar\u015f\u0131s\u0131nda \u00fcst\u00fcn konuma ge\u00e7ip, tarihin ak\u0131\u015f\u0131n\u0131 belirlemi\u015flerdir. Bilginin hayat\u0131n merkezinde olmas\u0131 ona sahip olanlar\u0131 toplum i\u00e7inde \u00f6n saflara ta\u015f\u0131r. Ayd\u0131n da i\u015fte bu nedenle yani bilgiye sahip oldu\u011fu i\u00e7in sosyal alanda \u00f6nemli bir yer edinir. \u201cSosyolojik olarak ayd\u0131n tan\u0131m\u0131na giren kesimin \u00f6nemi ve toplumda \u2018ayr\u0131cal\u0131kl\u0131\u201d konumu, \u2018bilgili\u2019 olmalar\u0131ndan, dahas\u0131, toplumda \u2018k\u00fclt\u00fcrel tekel\u2019e sahip olmalar\u0131ndand\u0131r.\u201d[i] Bilgili olman\u0131n ayd\u0131n olmaya yetmedi\u011fini ifade etmeliyim. Bir ki\u015finin herhangi bir konuda derinli\u011fi olmas\u0131 onu ayd\u0131n yapmaz.<\/p>\n<p>Ayd\u0131n olma ayd\u0131nlatma i\u015fleviyle bir y\u00fcr\u00fcr. Bu i\u015flev toplumsal a\u00e7\u0131dan ya gerici, yada ilerici \u00f6zelliklere sahip olabilir.[ii] Bu tan\u0131mlama ayd\u0131n\u0131n egemen ideolojiyle, siyasal bloklarla kurdu\u011fu ili\u015fkinin niteli\u011fine g\u00f6re de\u011fi\u015fir. Genel bir adland\u0131rma olan ayd\u0131n tan\u0131m\u0131 tam da bu noktada kategorik olarak b\u00f6l\u00fcnmeye u\u011frar. Burada kar\u015f\u0131m\u0131za yeni bir kavram \u00e7\u0131kar: Entellekt\u00fcel. Bu kavram\u0131 daha iyi a\u00e7abilmek i\u00e7in \u00f6ncelikle toplumsal alanda bir belirleyen olarak var olan ideoloji-devlet olgusuna el atmam\u0131z gerekiyor.<\/p>\n<p>Bir \u00fcst yap\u0131 kurumu olan devlet, \u00fczerine in\u015fa oldu\u011fu toplumsal yap\u0131n\u0131n, s\u0131n\u0131f \u00e7at\u0131\u015fmalar\u0131n\u0131n \u00fcr\u00fcn\u00fc olarak a\u00e7\u0131\u011fa \u00e7\u0131kar. Bu nedenle \u201cdevlet s\u0131n\u0131f \u00e7eli\u015fkilerinin uzla\u015fmazl\u0131\u011f\u0131n\u0131n \u00fcr\u00fcn\u00fc ve tezah\u00fcr\u00fcd\u00fcr. Devlet s\u0131n\u0131f \u00e7eli\u015fkilerinin objektif olarak uzla\u015ft\u0131r\u0131lamad\u0131\u011f\u0131 yerde, zamanda ve \u00f6l\u00e7\u00fcde ortaya \u00e7\u0131kar.\u201d[iii] Tezah\u00fcr etti\u011fi yerde egemen olan s\u0131n\u0131f\u0131n di\u011fer s\u0131n\u0131flar, gruplar \u00fczerinde denetimini, kontrol\u00fcn\u00fc sa\u011flayan bask\u0131 ayg\u0131t\u0131 olarak belirir.<\/p>\n<p>\u201cBask\u0131c\u0131 oldu\u011funu kesin bi\u00e7imde s\u00f6yledi\u011fimiz devlet ayg\u0131t\u0131, organik bir b\u00fct\u00fcn olarak g\u00f6sterir kendini, daha kesin olarak s\u00f6ylersek; do\u011frudan do\u011fruya ve bilin\u00e7li olarak, tek bir merkezden y\u00f6netilen ve merkezile\u015fmi\u015f bir beden olarak g\u00f6sterir kendin.i\u201d[iv] Egemen bloklar bu bedenin akl\u0131n\u0131 olu\u015ftururlar, kendi varl\u0131klar\u0131n\u0131n teminat\u0131 i\u00e7in g\u00f6vdeye ba\u011fl\u0131 ara\u00e7lar\u0131, kar\u015f\u0131t s\u0131n\u0131flara kar\u015f\u0131 kullan\u0131rlar.<\/p>\n<p>Bu kullan\u0131m s\u00f6m\u00fcr\u00fclen s\u0131n\u0131flar\u0131n \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fcn yan\u0131 s\u0131ra devletin benimsedi\u011fi siyasal rejimin niteli\u011fine g\u00f6re de de\u011fi\u015fir. \u00d6rne\u011fin fa\u015fist karakterli devlet \u00f6rg\u00fctlenmesinde devletin s\u0131n\u0131flara sald\u0131r\u0131s\u0131 daha \u00e7ok zor ayg\u0131tlar\u0131n\u0131n (polis, ordu..) \u00fczerinden, a\u00e7\u0131k bir \u015fiddet bi\u00e7iminde ortaya \u00e7\u0131kar. Demokrasi y\u00f6netiminde sava\u015f\u0131m daha kapal\u0131, gizil bir mahiyettedir; burada farkl\u0131 ara\u00e7lara \u00f6ncelik tan\u0131n\u0131r. \u00d6rne\u011fin: parlamento s\u0131n\u0131f uzla\u015fmas\u0131n\u0131n bir sembol\u00fc olarak sunulur; ideolojik ara\u00e7larla kitleler \u00fczerinde onlar\u0131n d\u00fcnya g\u00f6r\u00fc\u015flerine y\u00f6nelik manip\u00fclasyonlar ger\u00e7ekle\u015ftirilir. Bu yolla kitleler egemenlere kar\u015f\u0131 edilgenle\u015ftirilir, y\u00f6netenlerin arzular\u0131na uygun eylemlere ko\u015fullan\u0131r.<\/p>\n<p>Devletin, kendi varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrebilmesi i\u00e7in, i\u015fleyen iktisadi \u00fcretimin ger\u00e7ek \u00e7eli\u015fkilerini halktan saklayabilmesi gerekir. Buna hegemonya kurma s\u00fcreci denir. Bu anlamda \u201chegemonik ili\u015fkiler toplumun iktisadi olarak \u00fcretilmesi s\u0131ras\u0131nda ger\u00e7ekle\u015fen s\u00f6m\u00fcr\u00fc mekanizmas\u0131n\u0131 me\u015frula\u015ft\u0131ran ilk tabakad\u0131r\u201d[v] ve bu hegemonyan\u0131n kurulabilmesi i\u00e7in etkili ideolojilerin toplumun bilincine n\u00fcfuz ettirilmesi gerekir. Bu n\u00fcfuz ettirme, \u00e7o\u011funlukla bir yer de\u011fi\u015ftirme, bo\u015fluk doldurma bi\u00e7iminde ger\u00e7ekle\u015fir.<\/p>\n<p>\u0130nsanlar d\u00fcnyaya ideolojiler penceresinden bakarlar. Althusser\u2019in s\u00f6ylemiyle, ideoloji insanlar\u0131 \u00f6zne olarak tan\u0131mlar. Birey, benimsedi\u011fi ve ona benimsetilen ideolojilerin somutla\u015fmas\u0131 olarak olu\u015fur. Bu olu\u015fum ideolojiyle aralar\u0131ndaki ili\u015fkinin \u00f6l\u00e7\u00fcs\u00fc oran\u0131nda ger\u00e7ekle\u015fir. Her ideoloji d\u0131\u015f d\u00fcnyayla insan aras\u0131nda imgesel, \u00f6nceden tasarlanm\u0131\u015f bir d\u00fcnya kurar. Bu d\u00fcnya insan\u0131 ve eylemi, onun davran\u0131\u015f modelini \u015fekillendirir, ona emirler verir. Durum b\u00f6yle olunca egemen yap\u0131 (devlet) kendi varl\u0131\u011f\u0131n\u0131n devam ettirilmesi i\u00e7in kendi \u00e7\u0131karlar\u0131 do\u011frultusunda olu\u015fturdu\u011fu ideolojiyi, y\u00f6netimi alt\u0131ndaki \u00e7o\u011funlu\u011fa benimsetmesi gerekir. Burada ideolojinin \u00fcretimi ve da\u011f\u0131t\u0131m\u0131 s\u00fcreci devreye girer.<\/p>\n<p>\u0130lk halkada egemen ideolojinin tasar\u0131mc\u0131lar\u0131 olan ideolog ayd\u0131nlar vard\u0131r. Onlar birka\u00e7 koldan bu i\u015fi y\u00fcr\u00fct\u00fcrler. Bir k\u0131sm\u0131 ezilen s\u0131n\u0131flar\u0131n kar\u015f\u0131t ideolojilerini etkisiz hale getirmeye \u00e7al\u0131\u015f\u0131r. Bunu yaparken \u00f6rne\u011fin Marksizmin kavramlar\u0131n\u0131 kullan\u0131r, onun y\u00f6ntemleriyle bu pasifle\u015ftirme politikas\u0131n\u0131 y\u00fcr\u00fct\u00fcr. Ama genel anlamda ideologlar \u201cs\u00f6m\u00fcr\u00fcy\u00fc gizlemek, s\u00f6m\u00fcr\u00fc ve bask\u0131y\u0131 me\u015frula\u015ft\u0131rmak, mevcut d\u00fczenin de\u011fi\u015fmezli\u011fini kabul ettirmek amac\u0131yla \u201cefsaneler\u201d, \u201churafeler\u201d \u00fcretirler.\u201d[vi]<\/p>\n<p>Sonraki a\u015famada bu kurgulanan ideolojik tasar\u0131mlar \u00e7e\u015fitli ara\u00e7larla halka \u015f\u0131r\u0131nga edilmeye \u00e7al\u0131\u015f\u0131l\u0131yor. \u00d6rne\u011fin; halkevleri, k\u00f6y enstit\u00fcleri bu ama\u00e7la kurulmu\u015flard\u0131.<\/p>\n<p>Di\u011fer taraftan, devlet i\u00e7in resmi ideoloji (egemen ideolojisi) \u00fcreten ayd\u0131nlar\u0131n kar\u015f\u0131s\u0131nda entelekt\u00fceller vard\u0131r.Yalan ve hurafe ile kurgulanan egemen s\u00f6ylemin kar\u015f\u0131s\u0131nda \u201centelekt\u00fcel do\u011fruyu s\u00f6yler. Ba\u015fl\u0131ca vasf\u0131 ele\u015ftirmek\u201dtir. \u201cNe kendi varaca\u011f\u0131 h\u00fck\u00fcmlerden \u00e7ekinir ne de herhangi bir iktidara ters d\u00fc\u015fmekten\u201d \u00e7ekinir. \u201cDaha ileri, daha insanca ve daha rasyonel bir d\u00fczenin kurulmas\u0131na yard\u0131mc\u0131 olur.\u201d[vii] O di\u011ferleri gibi bir ba\u011f\u0131ml\u0131l\u0131k ili\u015fkisi i\u00e7inde de\u011fildir.
