Bu d\u00f6nemde devlete g\u00f6re Dersim tedip (yola getirme, usland\u0131rma) edilmesi gereken bir b\u00f6lgedir. Dersim verimsiz bir do\u011faya sahiptir ve ya\u015famak \u00e7evrenin \u00e7apullanmas\u0131na ba\u011fl\u0131d\u0131r. Abd\u00fclhamit d\u00f6neminde Dersim\u2019in \u0131slah\u0131 i\u00e7in bir rapor haz\u0131rland\u0131, tespitler yap\u0131lmas\u0131na ra\u011fmen hi\u00e7bir somut \u00f6neri \u00f6ng\u00f6r\u00fclmedi\u011finden \u00e7\u00f6z\u00fcm Dersim a\u015firetlerinin \u00e7evreyi \u00e7apullamas\u0131na engel olmak \u015feklinde ortaya \u00e7\u0131kt\u0131.<\/p>\n<p style=\"text-align: justify;\">Yani Dersim\u2019in sosyo-ekonomik ve k\u00fclt\u00fcrel sorunlar\u0131na \u00e7\u00f6z\u00fcm getirilece\u011fine meseleye g\u00fcvenlik boyutlu yakla\u015f\u0131ld\u0131. Topraks\u0131z, i\u015fsiz, ticaret yapacak imkanlar\u0131 olmayan a\u015firetlerin \u00e7apullamaktan ba\u015fka \u00e7areleri yoktu. Osmanl\u0131 bu tespitlere ili\u015fkin bilimsel \u00e7\u00f6z\u00fcmler \u00fczerinde durmad\u0131\u011f\u0131ndan korkutma ve tedip y\u00f6ntemiyle sorunu ge\u00e7ici bir s\u00fcre bast\u0131rma anlay\u0131\u015f\u0131n\u0131 tercih etti. Osmanl\u0131, imparatorluk i\u00e7indeki t\u00fcm sorunlar\u0131 asayi\u015f sorunu olarak g\u00f6rd\u00fc, tedip ve tenkil (zorla g\u00f6\u00e7 ettirme, en a\u011f\u0131r \u015fekilde cezaland\u0131rma) yoluna gitti, k\u0131r\u0131mla korkuttu. Dersim\u2019de 1908, 1909, 1911, 1914 y\u0131llar\u0131nda \u00e7\u0131kan ayaklanmalar bu \u015fekilde bast\u0131r\u0131ld\u0131.<\/p>\n<p style=\"text-align: justify;\"><strong>Kuvvet kullanmak<\/strong><\/p>\n<p>Cumhuriyet d\u00f6neminde ilk Dersim harekat\u0131, 1926\u2019da Ko\u00e7u\u015fa\u011f\u0131 a\u015firetinin \u00e7evrede talan yapmaya ba\u015flamas\u0131 \u00fczerine ger\u00e7ekle\u015ftirildi, Cumhuriyet y\u00f6netimi de aynen Osmanl\u0131 gibi Dersim\u2019in tedibine karar verdi, bu i\u015fe de Albay Mustafa Mu\u011flal\u0131\u2019y\u0131 memur etti. Bu harekatta \u015eavak a\u015firetinin silahl\u0131lar\u0131ndan yararlan\u0131ld\u0131, u\u00e7aklar s\u00fcr\u00fcleri dahi bombalarken K\u0131labuz deresi cesetlerle doldu. Harekat sonunda yap\u0131lan resmi yaz\u0131l\u0131 a\u00e7\u0131klamada ordunun kayb\u0131 asker say\u0131s\u0131 olarak belirtildi, Ko\u00e7u\u015fa\u011f\u0131 a\u015firetinin kay\u0131plar\u0131 ise hayvan olarak verildi. Bu durum ortada bir k\u0131y\u0131m oldu\u011funu g\u00f6steriyor. Yap\u0131lan a\u00e7\u0131klamada \u201cAsilere bir hayli kay\u0131p verdirilmi\u015f ve 1084 k\u00fc\u00e7\u00fckba\u015f, 342 b\u00fcy\u00fckba\u015f hayvan ganimet al\u0131nm\u0131\u015ft\u0131r\u201d deniliyordu. (Vecihi Timuro\u011flu-Dersim Tarihi) Devlet kendi yurtta\u015f\u0131ndan ganimet al\u0131yor. Bu tarihsel a\u00e7\u0131klama rejimin cumhuriyetle ilgisinin olmad\u0131\u011fn\u0131, devletin de a\u015firet d\u00fczeyinde bir niteli\u011fe sahip oldu\u011funu g\u00f6steriyor. 1935\u2019te yap\u0131lan CHP IV. B\u00fcy\u00fck Kurultay\u0131\u2019nda genel sekreter Recep Peker, T\u00fcrk demokrasisinin amac\u0131n\u0131n kuvvet yoluyla ulusal birli\u011fi sa\u011flamak oldu\u011funu s\u00f6yl\u00fcyordu. B\u00f6ylece CHP, ulusalc\u0131l\u0131\u011f\u0131 politik bir silah olarak kullanmaya ba\u015flad\u0131.<\/p>\n<p>1. Umumi M\u00fcfetti\u015f \u0130brahim Tali Bey, 1931\u2019de haz\u0131rlad\u0131\u011f\u0131 Dersim raporunda a\u015firetlerin cezaland\u0131r\u0131lmas\u0131n\u0131n yetersizli\u011finden yak\u0131n\u0131yor. Soruna Genelkurmay Ba\u015fkan\u0131 Fevzi \u00c7akmak\u2019\u0131n yakla\u015f\u0131m\u0131 ve \u00e7\u00f6z\u00fcm \u00f6nerisi \u015f\u00f6yle: \u201cDersim evvela koloni gibi nazar\u0131 itibara al\u0131nmal\u0131, T\u00fcrk camias\u0131 i\u00e7inde K\u00fcrtl\u00fck eritilmeli, ondan sonra da tedricen \u00f6z T\u00fcrk hukukuna mahzar k\u0131l\u0131nmal\u0131d\u0131r.\u201d Dersim i\u00e7in d\u00fc\u015f\u00fcn\u00fclen \u0131slahat ve yerle\u015ftirme planlar\u0131n\u0131n ilk \u00fcr\u00fcn\u00fc, 1934 tarihli \u0130skan Kanunu oldu. Kanunun gerek\u00e7esinde Osmanl\u0131\u2019n\u0131n tek bir T\u00fcrk kimli\u011fi yaratmama politikas\u0131 ele\u015ftiriliyor. Bu kanunla ilgili en \u00e7arp\u0131c\u0131 ve zihniyeti g\u00f6sterir a\u00e7\u0131klamalar kanunun rapor b\u00f6l\u00fcm\u00fcnde yer al\u0131r: \u201cT\u00fcrkiye Cumhuriyeti Devleti\u2019nde T\u00fcrk\u2019\u00fcm diyen herkesin bu T\u00fcrkl\u00fc\u011f\u00fc devlet i\u00e7in belli ve a\u00e7\u0131k olmal\u0131d\u0131r. Burada devlet hi\u00e7bir T\u00fcrk\u2019\u00fcn T\u00fcrkl\u00fc\u011f\u00fcnden bir soluk i\u015fkillenmek istemez.\u201d Yaln\u0131z devletin kanunlar\u0131ndan yararlanan K\u00fcrtlerin her t\u00fcrl\u00fc koruyuculu\u011fu ve yararl\u0131l\u0131\u011f\u0131 g\u00f6rerek her T\u00fcrk gibi yurdun b\u00fct\u00fcn iyiliklerini, kazan\u00e7lar\u0131n\u0131, verimlerini bol bol almakla beraber T\u00fcrk duygusu ta\u015f\u0131maz gibi durmak i\u015fini bu kanun k\u00f6k\u00fcnden kesip att\u0131. \u201cDevlet hi\u00e7bir T\u00fcrk\u2019\u00fcn T\u00fcrkl\u00fc\u011f\u00fcnden bir soluk i\u015fkillenmek istemez\u201d c\u00fcmlesi bug\u00fcne kadar s\u00fcren zihniyetin ve bu zihniyetin ya\u015fatt\u0131klar\u0131n\u0131n temel paradigmas\u0131d\u0131r. Kimsenin T\u00fcrk benli\u011fi i\u00e7inde erimek d\u0131\u015f\u0131nda bir se\u00e7ene\u011fi yoktur. Bunu kabul etmeyenler yani T\u00fcrkl\u00fckten mutluluk duymayanlar ise hain say\u0131lacakt\u0131r. Bu kanun K\u00fcrtlere yeni bir misyon bi\u00e7iyor. T\u00fcrk\u00e7e konu\u015fup T\u00fcrk gibi ya\u015famak. Kanunun gerek\u00e7esinde a\u011fal\u0131k kurumuna da bir ele\u015ftiri var. Dil, k\u00fclt\u00fcr ve \u00fclk\u00fc birli\u011fiyle birbirine kayna\u015fm\u0131\u015f T\u00fcrk Milleti\u2019nin i\u00e7indeki normal d\u0131\u015f\u0131l\u0131\u011f\u0131n, a\u015firet reisli\u011finin, a\u011fal\u0131\u011f\u0131n, \u015feyhli\u011fin tarihe kar\u0131\u015faca\u011f\u0131 belirtiliyor. Kanun, Meclis\u2019te g\u00f6r\u00fc\u015f\u00fcl\u00fcrken muhalefet eden kimse olmuyor. Meclis art\u0131k homojen bir niteliktedir. Bu kanun bir asimilasyon kanunudur. Kanunun 2. maddesi m\u0131nt\u0131kalar\u0131 tan\u0131mlarken 2 numaral\u0131 m\u0131nt\u0131kay\u0131 \u201cT\u00fcrk k\u00fclt\u00fcr\u00fcne temsili istenilen n\u00fcfusun nakil ve iskan\u0131na ayr\u0131lan yerler\u201d olarak belirler. \u201cT\u00fcrk k\u00fclt\u00fcr\u00fcne temsili istenilen n\u00fcfus\u201d ibaresi a\u00e7\u0131k\u00e7a asimilasyonu \u00f6ng\u00f6r\u00fcyor. Arap\u00e7a bir kelime olan \u201ctemsil\u201d benzetme, bir \u015feyin ayn\u0131s\u0131n\u0131 yapma, \u00f6z\u00fcmleme yani asimilasyon demektir. <\/p>\n<p><strong>Savunma hakk\u0131 yok<\/strong><\/p>\n<p style=\"text-align: justify;\">1935\u2019e gelindi\u011finde b\u00f6lge \u00f6zellikle Dersim huzursuzluk i\u00e7indedir ve K\u00fcrtlerin devlete olan g\u00fcveni azalm\u0131\u015ft\u0131r. 1935\u2019te \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn gezisi sonucu saptad\u0131\u011f\u0131 g\u00f6zlem ve \u00f6nerilerinden olu\u015fan \u201c\u015eark Islahat Raporu\u201d, Dersim i\u00e7in \u00f6zel bir plan\u0131 \u00f6ng\u00f6rmektedir. \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn \u00f6nerilerinden hareketle bu plan\u0131 ger\u00e7ekle\u015ftirmek \u00fczere ilk ad\u0131m olarak 25.12.1935 tarihli \u201cTun\u00e7eli Vilayetinin \u0130daresi Hakk\u0131nda Kanun\u201d \u00e7\u0131kar\u0131l\u0131r (Tunceli de\u011fil Tun\u00e7eli). Hukuk d\u0131\u015f\u0131, keyfi uygulamalara imkan sa\u011flayan bu kanun Genel M\u00fcfetti\u015f de olan vali ve komutana, ki\u015fileri yakalamak, itham etmek, yarg\u0131lamak, idam karar\u0131 vermek, idamlar\u0131 infaz etmek yetkilerini verdi. B\u00f6ylece san\u0131klara iddianamenin verilmedi\u011fi, savunma hakk\u0131n\u0131n tan\u0131nmad\u0131\u011f\u0131, mahkeme kararlar\u0131n\u0131n kesin olup temyizinin m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 bir uygulamaya ge\u00e7ildi. Kanunun 1. maddesi uyar\u0131nca Dersim\u2019e vali, komutan ve 4. Umumi M\u00fcfetti\u015f olarak Korgeneral Abdullah Alpdo\u011fan atand\u0131. Bu komutan K\u00fcrtlerin tan\u0131d\u0131\u011f\u0131 bir isimdir. Ko\u00e7giri Ayaklanmas\u0131\u2019n\u0131 bast\u0131ran Merkez Ordu Komutanl\u0131\u011f\u0131 Kurmay Ba\u015fkan\u0131 ve ayaklanmay\u0131 bast\u0131ran Merkez Ordu Komutan\u0131 Nurettin Pa\u015fa\u2019n\u0131n damad\u0131. H\u00fck\u00fcmet demokratik y\u00f6ntemler yerine despot d\u00fc\u015f\u00fcnceli birisine hukuk d\u0131\u015f\u0131 yetkiler vererek meseleyi i\u00e7inden \u00e7\u0131k\u0131lmaz hale getirdi. Hukukun, vicdan\u0131n ve ahlak\u0131n d\u0131\u015f\u0131nda a\u011f\u0131r bir rejim uygulanmaya ba\u015fland\u0131.<\/p>\n<p style=\"text-align: justify;\">K\u00fcrtler asimilasyon politikalar\u0131ndan, anadilini konu\u015fanlara eziyet edilmesinden, K\u00fcrt\u00e7e gazete ve yay\u0131nlar\u0131n yasaklanmas\u0131ndan, g\u00f6\u00e7e zorlanarak yollarda telef olmaktan \u015fikayet\u00e7idirler. K\u00fcrt ayd\u0131nlar\u0131 ve halk kur\u015funland\u0131, as\u0131ld\u0131 ya da s\u00fcrg\u00fcne g\u00f6nderildi. Zaten gergin bir bekleyi\u015fte olan b\u00f6lgedeki K\u00fcrtler, bu uygulamalar sonucu g\u00f6\u00e7 yollar\u0131nda can vermek yerine ayaklanmay\u0131 se\u00e7ti, mukadder sonu\u00e7 her zaman oldu\u011fu gibi kendini g\u00f6sterdi. 21 Mart 1937\u2019de ba\u015flayan Dersim Ayaklanmas\u0131 yine hava bombard\u0131man\u0131 dahil yang\u0131n bombalar\u0131 ve bo\u011fucu gazlar kullan\u0131larak en a\u011f\u0131r \u015fekilde bast\u0131r\u0131ld\u0131. 15 Temmuz 1938\u2019te Mare\u015fal Fevzi \u00c7akmak\u2019\u0131n emriyle Dersim\u2019e ikinci harekat ba\u015flat\u0131ld\u0131. Ma\u011faralarda saklananlar\u0131 d\u0131\u015far\u0131 \u00e7\u0131karmak i\u00e7in zehirli gaz ve dinamit kullan\u0131lmas\u0131 sivil halk\u0131n \u00f6zellikle kad\u0131n ve \u00e7ocuklar\u0131n \u00e7ok kay\u0131p vermesine neden oldu. \u0130kinci harekatta \u00f6ld\u00fcr\u00fclen isyanc\u0131lar\u0131n say\u0131s\u0131 verilirken, silahs\u0131z sivil halk\u0131n kay\u0131plar\u0131 ise \u201ca\u011f\u0131r zayiat verdirildi\u201d \u015feklinde kapat\u0131ld\u0131.10 A\u011fustos\u2019ta \u00fc\u00e7\u00fcnc\u00fc harekat ba\u015flat\u0131ld\u0131. U\u00e7aklar\u0131n bombalad\u0131\u011f\u0131 Alibo\u011faz\u0131 mevkinde ne kadar insan \u00f6ld\u00fc\u011f\u00fc konusunda bilgi verilmedi. Yap\u0131lan tarama eylemlerinde bir\u00e7ok ki\u015fi imha edildi, bir k\u0131s\u0131m insan da bat\u0131ya s\u00fcrg\u00fcn edildi. Harekat k\u0131y\u0131m, imha ve tenkil hareketi olarak s\u00fcrd\u00fc. S\u00f6z konusu harekatlar kamuoyuna manevra olarak a\u00e7\u0131kland\u0131, hakikat gizlendi. Harekatlar\u0131 bizzat y\u00f6neten Mare\u015fal \u00c7akmak, Atat\u00fcrk\u2019e \u00e7ekti\u011fi telgrafta manevran\u0131n sonu\u00e7lar\u0131n\u0131 bildirdi, Atat\u00fcrk de cevabi telgrafta manevran\u0131n \u00e7ok faydal\u0131 safhalar g\u00f6stererek bitmi\u015f olmas\u0131ndan dolay\u0131 kalbinin orduya kar\u015f\u0131 takdir ve \u015f\u00fckran duygular\u0131yla dolu oldu\u011funu belirtmektedir. Dersim insanl\u0131k d\u0131\u015f\u0131 facias\u0131n\u0131n san\u0131\u011f\u0131 o d\u00f6nemin CHP\u2019sidir.
